1. Publication of Section 10 for public consultation

The Minister of Agriculture has today published the proposed Section 10 Animal Health Scheme under the Animal Diseases Act. This now opens the process for public comment.

The ICC completed an initial review of the published scheme and prepared a document with a clause-by-clause, point-by-point comparison showing the original published version and the proposed amendments.

Input will be consolidated through industry structures and submitted as formal feedback during the public consultation period, in line with the Section 10 process.

2. Urgent technical alignment — joint workshop

There is still an urgent need to resolve outstanding issues in Section 9 and Section 10, as raised in the previous update where a joint technical workshop was proposed. The Department of Agriculture and the MTT have agreed to this process, and a date is currently being finalised.

The consolidated industry input from point 1 will be presented at the workshop so that industry and government are aligned before finalisation.

3. Vaccine availability, allocation and distribution

Supply timelines for the Dollvet vaccine, as reported in the 27 March 2026 update, as well as ongoing vaccine production by the ARC, are being closely monitored.

This remains a priority, as the key issue for industry is when sufficient vaccine supply will be available to meet demand.

There are still challenges with vaccine allocation and distribution at provincial level. To improve coordination and support an effective rollout, a formal request will be submitted to the MTT Chairperson on the following:

  • Provincial feedback. Accurate, up-to-date distribution data from provinces once they receive allocations, to show how vaccines are being used on the ground.
  • Unused allocations. The Vaccine Committee to clarify the status and management of vaccines from earlier allocation rounds that may still be held at provincial level.
  • Allocation methodology. The Vaccine Committee to clarify how allocations are decided, as well as provide access to verified, signed-off allocation figures.

4. Provincial coordination structures (JOCs)

A formal engagement will take place with the DDG about the ongoing challenges within the provincial JOCs to request clarity on how coordination through the JOC structures can be strengthened.

5. National operational coordination: vaccine rollout dashboard

The latest update on the vaccine rollout dashboard reflects data received on 1 April 2026. Updated data for 8 April 2026 has not yet been received from provincial structures.

The FMD ICC will continue to update stakeholders and provide practical guidance as the national response progresses.
